The act on risk assessment is a mandatory document under the Law on Private Security for all small, medium and large legal entities that operate in the Republic of Serbia and have physical or technical security or plan to introduce them.
All state-owned enterprises are required to have the act on risk assessment.
The act on risk assessment in the protection of persons, property and business can only be carried out by companies or legal entities licensed by the Ministry of Internal Affairs of the Republic of Serbia.
For a legal entity that does not have a Risk Assessment Act, a misdemeanor fine ranging from 50,000.00 to 500,000.00 dinars is prescribed. Also, if the legal entity that has completed the Risk Assessment Act does not update it within a period of three years, it is subject to the same penalty.
Conducted research on the implementation of the Security Act for 2021 shows that many business entities are still not familiar with these legal provisions and that there are still 20% of business entities that have not completed the act on risk assessment.
The majority of business entities that paid a misdemeanor fine for not having the act on risk assessment were not familiar with the Law on Private Security.
Also, a number of legal entities did not notice the difference between risk assessment in the protection of safety and health at work and between risk assessment in the protection of persons and property and business, so they thought they already had the necessary act on risk assessment.

If a legal entity, which falls into the bookkeeping category as a small, medium or large enterprise, wants to install some type of technical protection or video surveillance, it is necessary to have the act on risk assessment.
For the installation of a technical protection system or video surveillance, without a previously prepared act on risk assessment, fines range from 50,000.00 to 2,000,000.00 dinars.
The act on risk assessment in the protection of persons, property and business is the primary document in accordance with the Law on Private Security (“Official Gazette of the RS”, no. 104/2013, 42/2015 and 87/2018) from which the plan of physical and technical protection is derived, as well as the project of the security and maintenance system for technical protection equipment, according to the SRPS A.L2.003:2017 standard.
Acts on risk assessment in the protection of persons, property and business are intended to assess all potential threats to people and property, but also to propose specific measures and procedures.
